Bhutan Tourism Policy

Bhutan is renowned as one of the most exclusive and sought-after travel destinations in the world. Revered for its authenticity, pristine natural environment, and deeply rooted cultural heritage, Bhutan offers travelers a rare and transformative experience.

High Value, Low Volume Tourism

The Royal Government of Bhutan follows a distinct tourism policy rooted in the principle of “High Value, Low Volume” tourism. This approach ensures Bhutan maintains its exclusivity while minimizing the negative impacts of mass tourism. The focus is on attracting mindful and responsible travelers who value meaningful cultural exchange and sustainability over volume-based tourism.

Vision for Sustainable Tourism

Tourism in Bhutan is guided by the overarching philosophy of Gross National Happiness (GNH) and is designed to be:

  • Environmentally sustainable
  • Culturally respectful and socially inclusive
  • Economically viable for local communities

The government views tourism not just as an economic driver, but as a means to foster mutual understanding between people of different backgrounds. Tourism, when responsibly managed, can promote friendship, cultural appreciation, and global harmony.

With its rich biodiversity, living culture, and stunning Himalayan landscapes, Bhutan has positioned itself as a premium, high-end travel destination, taking a cautious and well-regulated approach to Bhutan tourism development. This ensures that the Kingdom’s natural and cultural treasures are preserved for future generations.

Sustainable Development Fee (Bhutan Tourism Levy)

The Sustainable Development Fee (SDF) is a daily tourism levy that contributes directly to Bhutan’s ongoing efforts in sustainable development and cultural preservation.

The SDF is currently US$ 100 per person per night for all visitors except those from India, who presently pay INR 1200 per person per night. Children aged 6 to 12 receive a 50% discount, while those aged 5 and under are exempted.

  • Adults (13 years and above): USD 100 per person, per night
  • Children (6–12 years): USD 50 per person, per night (50% discount)
  • Children (5 years and below): Exempt from the SDF
  • Indian Nationals: Lower SDF BTN1200

The SDF is payable for the duration of the traveler’s stay in Bhutan.

Purpose of the SDF

The SDF is an essential element of Bhutan’s “High-Value, Low-Impact” tourism policy. Revenue generated from the SDF is used to fund critical national projects and initiatives such as:

  • Education and healthcare
  • Infrastructure development
  • Environmental conservation
  • Cultural heritage preservation

By paying the SDF, travelers directly support Bhutan’s commitment to sustainable tourism and help protect the country’s pristine environment and rich cultural legacy.

Bhutan Visa

In addition to the Bhutan Sustainable Development Fee (SDF)- Bhutan Tourism levy, all international visitors are required to pay a separate visa fee. Detailed information about visa requirements, fees, and the application process is available on our dedicated Bhutan Visa page.
